Is this immigration or legal advice?

No. It applies the simple published rule: on any date, count unique days of presence in the 180 days ending that date, and 90 is the limit. Visas, residence permits, bilateral agreements and border decisions can differ. Check with the official EU tools or the embassy.

Do entry and exit days count?

Yes. Both the day you enter and the day you leave count as full days, and overlapping stays are counted once.

What does next date that fits mean?

When the window is full, it is the first later date on which a day of presence would keep you at 89 days or fewer in the window.
